Proposed CY 2011 OPPS rule posted, open for comment
Proposed changes to the Hospital Outpatient Prospective Payment System (OPPS) for Calendar Year 2011 have been posted and are open for public comment through August 31. The changes are outlined in the proposed rule, CMS-1504-P (PDF), which can be viewed and downloaded from the Hospital Outpatient Regulation and Notices listed on the Centers for Medicare & Medicaid (CMS) website. The proposed OPPS changes would be applicable to services furnished on or after January 1, 2011.
CMS urges the Hospital Outpatient community to participate in the Proposed Rule commenting process to assist in the development of program requirements. CMS also encourages comments on the proposed measures that may be added to the HOP QDRP over the next few years. HOP QDRP Overview
To meet HOP QDRP requirements and receive the full Annual Payment Update (APU) under the Outpatient Prospective Payment System (OPPS), hospitals must meet administrative, data collection and submission, and data validation requirements — including the submission of data for 11 quality measures for Acute Myocardial Infarction (AMI), Chest Pain (CP), Surgery, and Imaging Efficiency Measures. Participating hospitals agree that they will allow the Centers of Medicare & Medicaid Services (CMS) to publicly report the quality measures (as stated in the current OPPS Final Rule). Hospitals that participate in the HOP QDRP initiative and meet the HOP QDRP requirements will receive their full OPPS Medicare Annual Payment Update for Calendar Year 2011.
