Data Submission

Hospital Outpatient Quality Reporting (OQR) Program

Hospitals participating in Centers for Medicare & Medicaid Services' (CMS) quality improvement initiatives must submit specified data in the prescribed format (see Technical Specifications ) to the OPPS Clinical Warehouse, the national data repository for private healthcare data. Data must be submitted by the transmission deadlines established by CMS.

Transmission via QualityNet

All data and files—whether submitted by a provider or third-party data vendor acting on the provider’s behalf—must be transmitted via the secure QualityNet website (My QualityNet). All files and data exchanged via QualityNet are encrypted during transmission. Transmission via QualityNet is the only CMS-approved method for the electronic exchange of private healthcare quality data.

Vendors

A third-party vendor may submit data on a provider’s behalf if previously authorized by the hospital. (The hospital must complete the online authorization process from My QualityNet.)

See the Technical Specifications for XML file layout specifications for data being submitted to the OPPS Clinical Warehouse and the Edits Documents for a descriptions of the edit (error) and measure messages that could be received from the Warehouse.

QualityNet requires Internet Explorer with JavaScript enabled on it.

Steps to enable JavaScript in Internet Explorer
  1. Click on the Tools menu option at the top of the page.
  2. Select Internet Options from the drop-down menu.
  3. From the dialog box, choose the Security tab.
  4. Click on Custom Level.
  5. Set Active Scripting to Enable.
  6. Click OK to close the custom settings dialog.
  7. Click OK to close the Options dialog.
