Proposed CY 2013 OPPS/ASC rule posted, open for comment

Proposed changes to the Hospital Outpatient Prospective Payment System (OPPS) and Ambulatory Surgical Center (ASC) Payment System for Calendar Year (CY) 2013 are on display and are available for public comment through September 4, 2012. These changes are outlined in the CY 2013 Proposed Rule, CMS-1589-P (PDF). The section covering the Hospital Outpatient Quality Reporting (OQR) Program begins on page 448 of the document, while information regarding the ASC Payment System begins on page 499.

Details regarding the proposed changes to each program are also available from the Hospital Outpatient Regulations and Notices and ASC Regulations and Notices sections of the Centers for Medicare & Medicaid Services (CMS) website.

Proposed changes if finalized would be applicable to services furnished on or after January 1, 2013.

CMS urges the Hospital Outpatient and ASC communities to participate in the Proposed Rule commenting process. Public comments are vital toward developing program requirements. Comments regarding proposals contained within the Proposed Rule can be made at: http://www.regulations.gov.

The Final Rule is scheduled to be placed on display and published in November 2012.
